Others require additional authentication steps. A few will require the document to be retranslated locally regardless of what certification it carries from the UAE.
When Dubai MOJ Certification Alone Is Enough
Within the UAE, MOJ-certified legal translation is the standard accepted by Dubai Courts, GDRFA, MOHRE, MOFA, and all government ministries. That part is straightforward.
For use outside the UAE, MOJ certification alone is sometimes sufficient when the receiving authority specifically accepts UAE government-certified translations. This is more common with private institutions - foreign universities, employers, and banks - than with government agencies abroad. But even private institutions vary. We always recommend confirming with the receiving party before assuming your UAE translation will be accepted as-is.
When a Dubai Translation Needs MOFA Attestation
For most government-to-government purposes, a UAE-issued document (or a translation certified in the UAE) needs MOFA attestation before leaving the country. MOFA - the Ministry of Foreign Affairs - authenticates that the document or translation is legitimate and carries a valid UAE government stamp.
The attestation chain typically works like this:
- MOJ-certified translation - the document is translated and stamped by an MOJ-licensed translator
- MOFA attestation - the Ministry of Foreign Affairs authenticates the MOJ stamp
- Embassy legalisation - the embassy or consulate of the destination country in the UAE authenticates the MOFA stamp
Each step in this chain builds on the previous one. You cannot skip to embassy legalisation without MOFA first, and you cannot get MOFA without the MOJ-certified translation.

Apostille Route for Dubai Documents - Hague Convention Countries
The UAE joined the Hague Apostille Convention in 2024. This changed the process significantly for documents going to (or coming from) other Hague member countries.
For Hague member countries, the apostille replaces the entire embassy legalisation chain. Instead of MOFA attestation plus embassy legalisation, a single apostille stamp authenticates the document for use in any other member country. Over 120 countries are Hague members, including the UK, India, most of Europe, Australia, and many others.
The practical difference is real. Before 2024, getting a UAE document accepted in the UK required MOJ translation, MOFA attestation, and British Embassy legalisation - a process that could take weeks. Now, the apostille route simplifies this considerably.
Country-Specific Requirements for Dubai Translations
Every destination country has its own rules. Here are the patterns we see most often:
United Kingdom: Hague member. Apostille route applies since 2024. UK authorities generally accept apostilled UAE translations. Some UK solicitors may still request a local certified translation for added assurance - check with your solicitor.
India: Hague member. Apostille route applies. Indian government authorities (MEA, courts, registrars) accept apostilled documents. For older documents attested before 2024 through the embassy chain, those remain valid.
Pakistan: Not a Hague member. The traditional chain applies - MOJ translation, MOFA attestation, Pakistan Embassy legalisation in the UAE. This remains the standard process.
Philippines: Hague member. Apostille route applies. Philippine authorities accept apostilled documents from the UAE.
European Union countries: Most EU countries are Hague members. Apostille route applies. However, some EU countries require translations to be done by a locally sworn translator regardless of the UAE certification. Germany and France are notable examples where local sworn translation is often required on top of the apostilled original.
When a Dubai Translation Needs Re-Translation
Some countries do not accept foreign translations at all, regardless of certification or attestation. In these cases, the original document (properly apostilled or attested) is accepted, but the translation must be done locally by a translator certified in that country.
When this applies, we advise clients to get the original document apostilled or attested in the UAE, then arrange local translation in the destination country. The UAE translation still serves as a reference for the local translator, which speeds up the process - but it is the local translation that carries legal weight.
